Sevastopol’s Black Sea Fleet naval base status limited the commercial development of the city. Until 1992, the port’s main activities were in the domains of passenger transportation, urban construction industry, and the military industrial complex.

In 1996 the Ukrainian Cabinet of Ministers ordered that a Ukrainian state border post be opened in Port Sevastopol for international transportation, and to encourage foreign merchant ships to call there. It makes possible to enable it to expand freight turnover, transit cargoes included, as well as receive foreign-flag cruise ships.

The port has modern equipment, cargo handling facilities and machines that maintain handling of bulk cargo, rolled metal, timber, boxes and packages. These are the main freights in the port.

The port offers the following services: cargo handling; storage and transport forwarding operations; cargo, passenger and automobile sea transportation; reception of passenger and cargo ships; towage of ships and barges.

The port’s capacities enable it to handle 600,000 tons of cargo a year.

The merchant port has two passenger berths, 199.5 and 135 metres long, respectively, on the shoreline of the city centre; and one cargo area in Maliy Inkerman in the river Chernaya mouth. The total cargo area covers 4.8 hectares. One third of this area is operative; while the rest of it will soon be. The cargo area’s berth line is 112 m in length.

Its open space cargo area covers 3600 sq. m; and a sheltered warehouse, 500 sq. m in area, is currently being built.

A railway and highway are attached to the cargo area; and the Inkerman-1 station of Pridneprovskaya railway has been registered in the international catalogue of port attached stations.

There are also technical supply dept. sheltered warehouses (554 sq. m in area), open storage (3313 sq. m) and shed (580 sq. m).
